Smaller shower head with less jets would be the cheapest/quickest option
Take out the “water saver” in the shower head .. there is a small filter that reduces the water flow to save water. If you don’t care and just want more pressure it’s the easiest fix. Find the manufacturer name on the shower head and Google “remove xxxxx shower head water saver”…..
Am I the only one who thinks the window is weird
Those are pressure reducing valves. They do as their names suggest. Seeing as your incoming static line pressure is 80 psi (congratulations), I wouldn’t touch them. Most fixtures and the braided supply lines that serve them are only rated for 80psi, some less. You might want to leave them be an explore other options. Maybe see if your shower head has a flow restrictor, or perhaps sediment built up in the line.
New home to me. Our water pressure at the meter is constantly just below 40 psi. I have spoken to our water company and they have verified that the pressure available at the street is 45 psi and has been 45 psi for the last 8 years. We are 135 ft back from the street and have a 1" line coming into our meter. Will a booster pump and tank be our best option, will it really make a significant improvement? 3 to 4 gpm at 60-70 psi is likely all we are looking for. Have not determined the flowrate of our supply.
Pretty much everything has flow restrictors in them now but good chance faucet aerators just need cleaning or replacing. Take off the tip of what you are having issues with and checks the flow when it’s off.

House is 5 years old. Taking a shower will adversely affect the sprinkler running outside and vice versa. Running the dishwasher impacts the water pressure of getting water from the refrigerator, etc. Neighbors can all run three sprinklers, dishwasher, shower, etc with no noticeable loss in water pressure. Is there anything that can be done to improve our water pressure?
City Utilities guy said I can increase my water pressure by turning this thing. Is it as simple as lefty loosey for increased pressure?

I would test your running pressure. Not only static. And try to not do it from a frost free sillcock.
PRV’s shouldn’t let more than 75 when working properly. My guess is it’s bad. It probably lets your pressure go up to 80 and when you run a faucet it probably drops significantly. You should not have more than a 15-20 psi drop.
Yes it will help. I have one similar, technically a shallow well pump with a 35 gallon pressure tank. Our house is 200 feet from the road and about 30 foot higher than the road. Water pressure before the pump was 20 psi static, and would drop to around 10 if you turn on a tap. I have our pressure switch set to kick on at 40 and off at 75psi. Even if the tank is empty, the pump can maintain around 40 psi. It works fantastic but be aware, the pump does make some noise.

The operative word here is renting. Let your landlord know about it.
Some houses don't have a pressure reducing valve or any other mechanism to affect this.
Are you on a well or city water?
Is the plumbing very old?
Are there any galvanized sections that might be clogged with mineral buildup?
Have you checked that all valves are fully open?
I suspect you actually want more VOLUME, not pressure.
The bottom one is before the meter. Most likely belongs to the water municipality. The upper one is yours. Just take it out. If you can't solder or have a pro press. Call a plumber.
The last image shows 80 lbs. That is an acceptable max pressure for your house.
Your pressure is fine, but you could be experiencing low flow rate as a result of the PRV'S restricing flow. This is the manual. There is troubleshooting for low flow.
I'd suggest you start by having a plumber remove the 2nd prv and adjust the first to 80 psi to see if you still have a flow rate issue.

Get your pressure. Make sure no one is using water . Connect to hose bib and turn it on. Then get that number and come back to us.
Confirm your issue is low pressure not low volume. The solutions are different.
There is a little water saving washer in the handheld shower unit. You need to take it out to get more pressure. Search more water pressure in shower on YouTube and you will find a video on how to do it. I originally linked one in the comments but a Bot MOD automatically deleted it.
What kind of piping is in your house? If you have galvanized it could be all clogged up which would decrease pressure at the fixtures. If the issue isn’t with your pipes (sizing, material) then a booster pump is in order
Are you on city water or well water? Do you have a PRV (pressure reducing valve) on your house? If not sure, I'd suggest having a professional take a look at it. It is very hard to tell you what would work best without all the details of your plumbing. More than likely if its not a failed PRV a plumber would recommend a booster pump or similar. Good luck!
